Publishers Clearing House and Promotion Company P & V Services Inc. Sent me a letter with a $3800.00 check enclosed New York, New York

I received a letter today postmarked from Canada. No return address. In it was a letter with P & V Services Inc on letterhead stating I had won $125000.00 from Publishers Clearing House. It had a number and a name (Austin Moore) for me to call and also enclosed a check for $3862.00. At the bottom of the letter was a picture of a man and a name of Vernon Kimberly.
