Raul Vazquez Raul Vazquez is a thief! Waukegan, Illinois

We signed a contract with Raul Vazquez  to concrete our driveway. The total written estimate was $9300 and a down payment of $3000 was paid on the day the contract was signed. Raul Vazquez was to go to the Morton Grove Village for the necessary permits and was to pick up the permits from the village and call us to schedule the date to start the job. The contract was signed on Aug 5th, 2009 and on Sept 1st, 2009, we called the building department in the village and found that the permits were issued  2 weeks prior and that they have been trying to reach Raul Vazquez on his contact numbers and that he would never return their calls or messages. We have been trying to contact Raul Vazquez ourselves and no calls are returned. Please be cautious of this contractor, as this guy is a thief.
