Reachoutwireless ROW No refund after I payed to put minutes on my phone. Ohio

 On May 2, 2016, I went to money gram express Pymt at Wal mart store to add $20.00 on my ROW phone, (((REDACTED))). Shortly after Pymt I turned my phone on and there was no service. I then called ROW, they told me that they did not provide cellular services in my area no longer. I informed them that I wasn't informed in writing nor by text. The Rep could not give me an explanation of why I wasn't notified. I asked for my $20.00 refund and the representative said that I was not eligible for it. I would like my refund of $20.00. I have a copy of my receipt that I paid $20.00. Thank you.
