Resort on 27 Ave Water rip off Peridot Arizona

For years my water bill was included in my rent which was#40. But now they send us thes fack little water bill cards and ask us to write the check to The Resort on 27th. The amount they want us to pay in now $76.44 which is a scam because it was $40 before and now they want $76.44 payed to them as well. This is higher than my electric bill. I am a senior citizan on social security and I can't afford to send the same place as my rent is paid for an amount higher than my electric bill.+
