Richard Keith Lee Charged for work he didn't complete Circleville Ohio

On Tuesday, September 27th, my neighbor spotted 2 men doing home repair work in the neighborhood and asked them to stop by account he knew I needed work done.  Rich Lee and his friend stopped by, inspeced the gutter area and wrote out a quote for parts (due upfront) and labor.  He gave me numbers for people they'd work with (who I spoke with) and one customer wo responded with a text.  Got the money he required for materials and they arrived the next day (Sept 28th) and started work.  At the end of the second day (Sept 30th) as it was getting dark, he came to the door, asking if I had the rest of the money he'd quoted for labor, indicating the job was complete as I wasn't to pay the labor part until that time.  I paid what he'd quoted and he and his friend left.  The next day, my neighbor suggested I get my ladder out and be sure the new brackets had been installed.  Found out that they had not.  Called Mr Lee immediately and got his voicemail so I left a message.  Called again over the weekend and one or two times the next week, never getting him on the phone.  

The next week on Monday, Oct 10th, he finally answered my call and pretended he couldn't hear me.  Called again and he answered.  Stated they'd been "out of town" but they'd be by to finish the job that day or the next.  They never showed.  I'd already filed a complaint with the Better Business Bureau so when I got only his voicemail, I said it was about time I called Six on Your Side.  Two days ago on October 25th, my neighbor's wife came over to say that Rich had called them stating he'd been out of town but would be by on Friday.  As his "Finder's Fee", they were supposed to do some sidewalk work for him.  Rich also told my neighbor that "Six on Your Side got a hold of me".  Since I'm just now contacting you, this was either another lie on his part or some other unhappy customer is catching up with him.  Tomorrow, October 28th, is the spposed date he'll be by but I'm not holding my breath.
