Ron Kidwell Department of Building and Safety Los Angeles Paul Chopp, Ron Kidwells boss Make up false citations to homeowners for revenue without ever inspecting property Los Angeles CA

There is a definite pattern that goes on with Ron Kidwell, Building Inspector for the city of Los Angeles. He cites violations that he could not have possibly ever seen or know about which goes above and beyond what any neighbor could ever call in and complain about, he makes up code violations which don't even make sense, they seem to be random assumptions of what he feels "may" be going on.

Some of his random code violations I have to believe are because I have in the past complained about his behavior and lack of ethics to his boss, Paul Chopp and have complained numerous times about the multiple inspection fees I have been charged when I know he never once stepped on my property since I have cameras all over my property viewing every angle of my yard and that I keep my back yard locked up like Fort Knox, not allowing anyone on the property unless they physically jump the fence which Ron is far too old to do such a thing and I would have caught that on camera somewhere along the line if he did. 

I have also caught Ron Kidwell in several lies over the years, asking him the specifics of his inspections he said he has done on my property and he has either lied to me because I have the video tapes of that entire day and he is nowhwere in sight ever, or he just hangs up on me and then when I call back his line is always busy. 

I have been pushed to the brink with this Department of Building and Safety and will not tolerate being bullied by them anymore. I have paid them enough fines, thousands of dollars over the years, but never knew exactly how to "fight the city" and still don't but exposing them for what they are and hopefully finding other homeowners or business owners that are in the same predicament is a start. I am hoping this forum will help me find those other people so justice can be served to those corrupt individuals. 

I have looked up Ron Kidwells pay over the last several years since he is a government employee and I know that all government employees salaries are posted publicy online.  Through "Transparent California" his job title is "Building Mechanical Inspector" with a base pay of $94,722.40 for the year of 2018. 2018 is the latest year that is published online so far. He received $1,184.68 in overtime and $43,275 in benefits.

In addition to what I have mentioned he already earns, he received an additional $10,018.07 which is labeled "Other Pay". What is "Other Pay"?  Is it all the fines he charges to the homeowners and business owners and he get's some kind of cut from it or a commission? Should the employees of the Building and Safety Department be "pressured" into making "sales" for the department and do they do this willingly because they are getting a "cut" from those fees.

That "Other Pay" category seems very "fishy" to me and what other reason would his boss not ever deal with me and just throw the complaint back onto Ron Kidwells desk, only for him to be more angry with me and charge me more heinous fees because I tried to "rat him out". There is definitely something wrong with this Department of Building and Safety in Los Angeles.
