Sacramento DMV I paid for my car registration online using my debit card. Received my tags. 2 months later they said my check was not honored at the bank. Sacramento California

 I payed my car registration  over the phone using my debit bank card. I received my tags and new registration. 2 months later a letter from the dmv said the bank did not honor my check. I called the dmv in Sacramento and was told the same story and the service person included that i entered my bank routing numbers twice. I informed the person that i used a debit card not a check. He told me that he will reduce the charge but still has to charge me $30.00 extra. I looked up the state code and they can charge no matter if it's thier fault or not. Big Goverment screwing the ave joe
