Matt hired us on Elance.com. After getiing the work done he refused to pay. We filled a complain against him and Elance enquired the issue.

After enquiring Elance found that we have done the job and Matt now paying us , Elance made Matt to pay us. Now he asking for refund and sent me this url telling me this on Skype

Requested Resolution from Saiyomsoft:

Hi Elance ,
Matt hired us on Elance with 60 authorized hours per week at $15/hour for two weeks 16-Aug-2013 To 30-Aug-2013 with the project title "Hiring website designer".

As we started the job it has been decided to complete the job in two weeks we need to add one more resource with 60 authorized hours per week at $15/hour as a developer to deliver it in 2 weeksand he hired one more resource with the project title " Custom Admin Developer Needed".

After the end of 1st week he didn't released the payment and rather started asking us to deliver the site on his server.
We requested him to release the payment so we can continue the work to which he denied and started pushing us to deliver the files to his server and started threatening us to deliver the files or he will cancel the job on Elance and we won't get paid (We have a written record of the same over skype).

We called Elance support and discussed the issue , it was recommended to stop the work as the job stats of the work view changed to "Not Ready" and Elance don't take the guarantee of payment beyond that. Today he asked again to deliver the files to his server as he saw the website is completed on our test server , we requested him to clear the pending payment to which he denied making us to feel unsecured to deliver the files to his server we also find he has already hired 3 more companies (CodeGrill Technologies, Web  Microsystems ,KarmickInfosystem ,ti Technologies) where KarmickInfosystem and Web Microsystems already has a dispute for the same job which confirmed us that what he trying to do is to get the work done and files uploaded on his server within 7 days without paying to anyone.

We have told/discussed this issue with Elance earlier today as well and request Elance to have a look at the Workview with all the screen shots for both the jobs and resolve the issue. We can provide elance the url of our test server as well where we can show the completed website along with other necessary details required.

Dispute Resolution :Freelancer has used Workview and Tracker to submit and document hours. Submitted hours have been paid under the Work View Payment Protection for Freelancers.
