SCM Co, SCM Co., Inc, Quality Builders, Jay Douglass, John Rockwell, Allison Rockwell Deceptive Contractors, Dishonesty, diverted money, crooked, unlicensed, fraudulent, no workmans comp, liars, drunken, over charged disrespectful contractors, unprofessional, did I say, CROOKED San Marcos California

I met these shady characters through my snake of a real estate agent named Tim Jeffries, who referred me to SCM.Co, /Quality Builders/ Jay Douglass, John Rockwell and his wife Allison Rockwell.

These people are a bunch of con artists, they say that they can work under Jay Douglass's license number,(704902) which is suspended right now, He had another license for his cement company-(797901) which I think, if he is in trouble with one, he will use the other so that he can get work, John Rockwell(Unlicensed) does all the work, watch out people, he is a time bomb ready to explode. He is a habitual liar. He built his own house, so therefore, it makes him a professional in the field. Yah right!

He claims to be a partner with Jay Douglass, who you can find at the local bar in San Marcos(Roadhouse Bar and Grill) every day at around 5:00pm. Everyday, he is there, eventually John Rockwell will join him while his wife with 4 children stays at home taking care of all the kids.

If anyone is thinking about using this so called contracting company to do work for them, building a house, fund control, pest control, you name it, they claim to do it all, Run, dont walk , runnnnnn.

They took hundreds of thousands of dollars from me and the actual guy with the license, never set foot on my property, expecting to get paid for not doing anything. The guy who is unlicensed did work, but horrible at that.

They pocketed money from my construction loan, thinking we would not notice, totally made it seem like I was at fault for being disgusted that he charged me 60,000.00 to do my framing. For that much money, my house should be PERFECT. Instead, I had to bribe the guy to finish. Buy him christmas gifts and give him chocolate just to finish what he started.

These people walk the walk, talk the talk, but they are dishonest, they take shortcuts that will get you in trouble with the inspectors, they tell you to do dishonest things, (that is how they think, and act).

Jay Douglass is a crook, and I have to admit, I think he is good at being a crook. PLEASE PLEASE IF YOU ARE THINKING of using these people to help you build your house, think ten times. If fund control is involved, DONT DO IT. They will steal from you and you wont even know it.

They will threaten you with liens, stop notices if you dont do what they want. They will make you think you owe them and should be grateful to them for having a house, but dont be fooled, dont let them tell you , that you should pay them everything up front, because they told me for my framing most contractors would take the entire 60,000.00, which is a croc of shhhhh...

Be very very careful, John and his wife look and act like nice people with all their kids and Jay protects them like some kind of grandpa which is what he should be doing instead of adding to the crooks in the world, but beware, they are all in on it together. Everything they do is illegal and they will not pay your supplier which makes you accountable, they dont pay subs, the illegal ones that they have working. NO WORKMANS COMP, If something happens to the illegals working there, you will be responsible. Knowledge is POWER, learn all you can before you sign on the dotted line.

I have heard from subs that they were not paid by Jay Douglass, that this is his routine, he will take a job, everything will be going well, except half way through the job, he will say there is no more money and the job will stop, he tried to pull this bull crraaaap with us but we called him on it...... he refuses to show receipts.... an ethical contractor will want to show you step by step where the money went.
Anyway, back to how he does business, then, halfway through the job,he will tell everyone there is no more moeny, when all along the bank has been deposting the funds directly into his bank account...geeeee I wonder what happend to the money... Does this sound like someone you want to do business with.... Please walk away, dont let them get away with it... they must be stopped....

Now they may eventually see this report and have a rebuttel, for which I cannot wait to hear, saying what an awful owner I/WE have been, but think about this, I hired him, I'm the consumer, If people in the work place did business like SCMCo, Quality Builders they would all be fired. Being late everyday, leaving at noon, taking friday off, no calls past 3:00 for 200,000.00. I would expect to have 24 hour sevice round the clock instead I got dumb and dumber playing games everytime I called.
