Skirteep.com Sent wrong item, will not refund full amount paid Lafayette Indiana

I ordered a DeWalt miter saw on 12/4/19 for $54.75.  On 12/23/19 i was delivered what looks to be a $1 store pair of aviator sunglasses shoved into a crumpled up RayBan box.  Tried calling customer service number of 614-695-3635 and it just rings and rings.  Called the number listed with the charge on my bank account of 217-458-4566 and it is disconnected. 

Finally got a hold of someone through email and they are only willing to refund a partial amount "to cover the cost of shipping to send sunglasses back and cover part of the cost of the glasses"  i don't want the glasses, i want a full refund.  i am filing a dispute with my credit union today, however they need to be shut down asap.  they can deal with my credit union from here on out.
