Slap-Art.com Never reveived my order even after several messages Atlanta Georgia

I placed an order on august 28th 2016 for 4xPersonalized Metal custom street road sign, 1xMom's Rules Vinyl Wall Art Decal Sticker, 1xLove Heart Phone Vinyl Skin Decal Sticker + 30$ shipping fees) and never received it. I wrote them severeal times through their website, by e-mail, by messenger and on their facebook page in that time but they never answered me. I keep writing them a couple times every year since but they still don't get back to me.

I tried to call them but never been able to reach someone ! I wrote a complain to The Consumer Protection Unit of the Georgia Department of Law and they told me that :''We have reviewed the information you provided, but have not been able to identify a connection with the State of Georgia or verify an address which indicates that this business maintains a physical location in Georgia.  The address provided corresponds to a retail location of the United Parcel Service (UPS). 

Consequently, at this time we will not be able to take any action on your complaint.'' The address provided is the one on thir website. I don't know who to get help from now ! It has been 4 years, never received the merchandise or a refund !
