I am not sure who you think you are writing but this site has nothing to do with Sony or any warranty work.
However, I did take a look at the specs of that phone and noticed a few things.
The phone can handle up to 30 minutes in FRESH water, and up to a depth of 1.5m. So if your nephew took this into salt water or dived deeper than 1.5m he most likely voided any warranty and any damage because of that is his responsibility.
Another part of the warranty is that if he uses it in water he must make sure the plugs are firmly in each port. If he failed to do this again he could have voided the warranty.
Now, as for service. If the phone was bought in Argentina it is most likely under Argentine laws and warranty coverage so it is unlikely that you can return it to the US and get is serviced from there. However, he would need to look at the actual warranty to see what is and is not allowed.
