What this person is doing is not technically illegal and the county know about her, but it is deceptive. She sends out forms to new owners telling them about the county's exemption service. The problem that I have is that she makes it look like the material comes from the county and charges you $25 to file a form that can be filed for free. If I want to have her do this for me and pay $25 fine, but she needs to upfront that this is a service. She also collect sensitive information like SSN that she can then use in other deceptions or worse.

Just beware if you buy a new house and live in San Diego this will come to you and don't fill it out unless you know exactly where it is going.
