I just purchased a video camera from Target last week, only to find out my family had bought me a much nicer camera. I returned to Target with the camera in the box with a receipt and was told I would have to pay a $32 restocking fee if nothing was wrong with the camera. I was honest and admitted nothing was wrong with the camera but was never told about a restocking fee until after I purchased the camera. I asked why didn't they have that information available at the counter where I examined the camera and was told they had it on the receipt. Well the receipt actually says there might be a restocking fees on some returns and this information is still not given to the customer until after they pay for the item and the cash register prints the receipt.
I would have happily taken a store credit for the full amount but refuse to allow them to sell it twice and keep $32 for the returned item. I will give it away as a Christmas present and will never bother Target with my purchases again.

Best Buy would not have charged you a 20% restocking fee if you would have EXCHANGED the camera for another one rather than demanding a refund.
If the problem was that someone else's things were on the camera, why would that necessitate a RETURN? Exchanging it for a new, unused camera should have been sufficient. However, since you demanded a refund/return, you are bound by the return policy which is clearly stated in the store and on your receipt.

These policies seem unfair to the honest consumer, but we are simlpy paying for the dishonesty of others.
I bought a camcorder from Best Buy and when I got home I actually found someone else's videos left in the recorder! They actually accused ME of taking the videos so I could get a full refund. They charged me 20% re-stocking and my credit card company refused to dispute the claim because of the disclaimer on the receipt.
Sometimes you just have to accept that life is unfair and save yourself the potential stroke.

Did you open the box and try out the camera after you bought it - before you knew your "family bought you a much nicer one?" Most reasonable people are excited over such purchases and immediately open them to try them out, or to at least read the user's guide. In cases such as these, the store is unable to resell an item as new once it is opened. In some cases, they are not able to resell it at all - but when they do, they advertise it as an "open box item" with a reduced price. The restocking fee from the unscrupulous customer helps to offset the store's loss.

I agree that the policies are getting more restrictive, but I think it's reactionary to the overwhelming amount of consumer fraud, not just Target being "meanies". Like the other poster said, it's unfortunate that the dishonest few ruin it for everyone. I also don't think they CAN re-sell the item, again, which is why they charge the restocking fee - to at least re-coup some of thier losses.

You said the receipt said there may be a restock fee on certain items -- maybe it's just for electronics. Whatever the case, I agree that Target is getting more Draconian with its policies. If you want your money back, try selling it on ebay. Something new and in the box like this would go quickly, and you might get more than you paid for it.

This policy was probably put into use to try and keep people from buying a camera or camcorder, using it one time, for a graduation or a wedding and then returning it for a refund. Guy I know bought a camcorder for $1300 last month, went to Europe for a week, using it. When he got back, he returned the camcorder for a refund.
Back in the old days, I use to work at zales. We use to have people come in and buy very expensive jewelry for an event and return it the following Monday. It's too bad the one honest person has to pay for all the dishonest ones.
