This scheme was discovered when my wife asked about this charge 12.99. To my knowledge, I have never signed up to any 'membership' like this nor have I ever received any benefits.

I called the toll free 1-800-290-8603 that appears on the card and a female named Felicia answered. After being placed on 'hold' for several minutes, she informed me that I had started this on September 2007 on the Orbitz.com website. She gave me cancellation # right away, well after 2 seconds when she was trying to convince me to keep the "membership". She told me that they will refund my money that I should have within one to two cycles.
