I too applied for classes online and was told my application fees, books and first class would be waived. Since I couldn't get financial aid I didn't start class. Later I received a letter stating I owed money for books that I received and the application fee. After receiving the books I wanted to return since I wasn't using but the school wouldn't accept them back. The debt ended up on my credit report.

Bonnie,
I believe that the month in which your started was a promotion month. Please correct me if I am wrong. If this is correct, you should have signed a Memorandum of Understanding, which clearly states that if you do not finish your first course, you will owe for your books and application fee. Once you sign all your docs and are registered, you are liable for the books and app fee.
You stated that you didn't get financial aid so you could not start. What was the circumstance that surrounded you not receiving financial aid? There are normally 3 major disqualifiers; Drug Convicted Felony, Defaulted Student Loan and a Bankruptcy.
If you give me more details, I can assist you in understanding this.
