It is impossible to fit over 32 gallons of fuel into my vehicle's 30 gallon fuel tank.  I have driven this vehicle over 100K miles and I know exactly how much fuel it will take.  Even when I have run out of fuel completely, it does take this much fuel to fill it up.

When you called your states bureau of weights and measures,

AUTHOR: Ken - (USA)

did they say they'd check it?

You did call them, right?

Let them know the pump you used and the grade of gas purchased.
