VB Deal Stole money and did not deliver product. Jacksonville Florida

This is a notice that a scam has taken place which VB Deal and Paypal has facilitated. I placed two orders from VB Deal which were said to be fulfilled by a Paypal Merchant by the name of PHẠM QUỐC CƯỜNG (Paypal Merchant Transaction ID: 36Y36476D52111828) for three total Amazon Fire TV Sticks. The scammer had sent me two emails, one per order with "shipping" information. The tracking numbers which say the packages were somehow delivered and left at my front porch (I don't even have a front porch) before Paypal posted the transaction on May 10th and before my bank posted the transaction on May 11th at 4:52 a.m.

The first order's tracking number says it was delivered on the 8th of May at 1:38 p.m. and the second one says it was delivered on the 9th at 12:44 p.m. I even went to a UPS store with the tracking info to verify and they confirmed that the tracking numbers were in fact displaying this incorrect information and the attendant told me she had never seen anything like this before. How could my items be delivered days before I had even placed my orders?

It's clear that PHẠM QUỐC CƯỜNG is using false tracking numbers, he clearly has some connection to UPS's system or to someone working there. Despite this, VB Deal is running a clever scam-site and Paypal still took money from my account just the same and hosts blatant scam artists. Paypal was completely unwilling to refund me even after I escalated my claim so I had to turn to my bank.
