I tried to order a birth certificate through Virginia Bureau of Vital Statistics in Richmond, VA. The copy of the certificate was $20.80. But it cost $51 by the time they got through with $11 for processing and $ 18 for shipping. This was for a one page document. The shipping and processing were 150% of the cost of the document. $20 is also a little steep for a one page public document. The state of Virginia needs to find a less greedy vendor. Further all fees need to be noted beforehand so you can cancel your online order and not have to continue.
