Washington State L&I Exstortion to a business and veteran Tumwater, Washington

I have been a Washington Plumbing contractor since 1985. In August of 2012 i let my state contractor  license go due to lack of new homes and work. I even contacted local city telling them I was no longer working on Washington side. I have a web site, and was advertising on Craig s list.In September I was contacted by Washington L&I and was told the advertising on craigs was illegal. Both my contractors numbers were listed . Craigs list requires your contractor numbers. I didn't know advertising is against the law in Washington State. So any way I told the gal from L&i I would contact my web people and take down my Washington number, but,,,, they are going to fine me 1,000 for a infraction. No warnings no courtesy phone calls just a big fine of 1,000. And if you want to appeal it you can but they still want 250.00. If you pay anything you are admitting quilt. To me this is extortion on a grand scale. Now because I will not bow to L&I lack of common sense I have a warrant against me. I did nothing wrong I wasnt working in Washington state. The problem is the state legislature have giver L&I special powers to be above the law. Remember government makes the laws but they don't have to follow them. But you and I are subject to their lack of common sense. Whats really sad is 80% of work being done in Washington state is being done by unlicensed people. But the state picks and chooses to go after the easy money and there's not a thing people can do about it.
