Wilson Wong Brenda Martin Required me to pay "friends and family" on pay pal and lied about shipping fish Hagerstown Maryland

The website has you fill out contact information. This guy responds in the evenings.  Texts pics of fish.  Tried to sell me a fish for 650.  We settled on one for 350. We went back and forth about payment on paypal. I was trying to pay regular and pay him more becuase I didn't want to use friends and family. 

He refunded my original purchase and insisted I send friends and family.  I agreed after the first refund.  Over the month of December he told me he was going to ship the fish and provide tracking info.  He never did.  He called me once to ask for my shipping address.  Still no fish.

I've called him and communicated I wanted a refund several times.  Now he is just picking up the phone and hanging up on me.  This is a scam.  Buyer beware!  I recommend not buying from this person.  He was not honest with me.  He goes by Wilson Wong and his paypal email is brendamartin@yahoo.com.
