I signed a contract for an off-grid PV system with a battery backup system with Complete Solar. On 3/1/2021 I signed a contract (loan #277977) with Mosaic to fund the $97,333 project.

As per the terms of my loan there is one disbursement of $97,333 when the install is 100% completed.  In CA it is illegal for a contractor to accept funds for work not done. My monthly payments start 90 days after the date the contractor shows evidence to Mosaic the installation is 100% completed and I confirm the completion.

On 8/12/2021 the installer sent Mosaic photos of my house numbers on a pole and some solar panels on my roof.  They didn’t show pictures of the remaining 60% of the system because the system was not complete.  Even though there was no evidence of a “completed” project, and I didn’t confirm it was completed, Mosaic disbursed the entire amount to the contractor.  

October 28th I was informed my first payment was due on 11/15/2021.  Since then, I have been fighting to stop making payments on the loan since they made a mistake in paying the contractor and the system is still not 100% complete.  Since they already paid the contractor they state they can’t do that. 

As an aside the contractor never got a permit for the work and abandoned the project in August 2021 as soon as they got paid.  I have not heard from my project manager since 8/19/2021.  The project is dead in the water since there is no permit.  Mosaic knows all this.

Mosaic has talked to the installer several times since October and each time the installer lies about the status of the project or the fact that they are in communication with me to finish the project.   Considering Mosaic knows that the contractor defrauded them to get paid in the first place and continues to lie to keep the money I do not understand why my loan can’t be cancelled and I can not only stop making loan payments on a system I don’t have AND I can get back the payments I have made to date.

Mosaic Paid a Fraudulent Installer 100K and Won't Cancel the Loan
