CreditOne Bank Credit One Applied for credit 4 weeks ago. They said it was pending approval.. No card, no communication No way to cancel it. Internet

My wife applied for credit 3-4 weeks ago to begin re-establishing credit.  Was told online that she was approved for $400.  Called "card status line" and was told to keep checking back.  No card, no way to communicate with the bank itself.   No way to cancel it.  Can't get information from bank as to any reason why it's delayed.  We have a REAL bad feeling about this bank already...
