My daughter lent a car I own to a foreign national, here on a work visa, from Muldova. He drove to Chicago to conduct some business in his embassy and along the way, went through 4 toll booths without paying a total of $2.60 in tolls. He is unfamiliar with toll systems and just followed other cars through the gates.
I received a notice two months later that I owed the State of Illinois $82.60. I called and was told there was no way to avoid paying the entire amount even after explaining the circumstance.
This is simply an outrageous abuse of power on behalf of the state of Illinois. I can assure you it will cost the state more than $82.60 in business that I will not, in the future, do in Illinois.

These actions seem more like you not properly reading signs and paying attention to what your doing on the tollway. The tollway is very heavily marked with signs explaining that cash must be paid to the right and IPASS only to the left. They are marked within a mile and again at half a mile and once more at 1/4 of a mile from the toll. but hey perhaps you didn't get it at that time. Afterwords there are signs stating "PAY YOUR TOLL IN 7 DAYS" to avoid fines. I guess I don't understand, did you think that you could drive on the tollway for free? It's why they call it the TOLLway not the FREEway.
