A letter dated March 30th, 2009 was sent to me with the return address as a collection agency NCRS-Debt Collect indicating an invoice #V7968-3V. The letter was very threatening, lots of bold type, advising that the "company" had been unsuccessful in receiving my cancellation fee either by phone or by mail. This letter did not mention who exactly was the "company" that I supposedly owed $189.99. It said that I must pay $189.99 ASAP or by 4/10/09 or an additional fee of $300 would apply. The letter very specifically stated that this collection would go to court by the end of April if I did not pay. I have never received any type of invoice for a cancellation fee of $189.99, nor have I "cancelled" any service, so I was immediately suspicious. I blocked my phone number as I certainly didn't want to be bothered by some crook. When I called there was no answer, despite the fact that the hours of 8am - 9pm were noted on the letter. No anwering machine...nothing. Just rang and rang. So I also decided to see if this was actually a legitimate business by checking the internet. Lo and behold!!!! Another individual filed a complaint against NCRS on Ripoff who ALSO just happened to owe $189.99 to the "company" for cancellation fees. Boy I hope there really aren't people out there just writing checks in response to this letter! Hopefully, they'll also check the internet first and see that this is a SCAM! Anything I can do to bring down these crooks, I will!!!! This is MAIL FRAUD and I believe a federal offense!!

After reading all of the posts about attempted debt collection by NCRS Debt Collect it hit me. I once did have an account with SEF Publishers! I did sign up to magazines over a 5 year timeframe. But, since I agreed to this, I did pay it off in entirety. However!!! Folks!!! The FTC requires that debt collectors
a) Advise to whom you owe the debt (NCRS did not!)
b) Advise that you may dispute the debt and how you can do so
c) Provide a free call number to contact them
d) They cannot threaten legal action if they do not intend to do so. (what dumb dumb takes $189.99 to court?)
e) They cannot add fees

I urge all who receive these letters from NCRS Debt Collect to report the offense to the Federal Trade Commission, their state Attorney General's office and the Postmaster General.
