Salt river project Srp SRP requires to pay twice for service not delivered Internet

Today, I was to receive irrigation from SRP at a scheduled time in my neighborhood. I have no say when it comes, which I'm ok with, as long as it comes. Well go to open my valve at my allotted time, and I have little to no water pressure. I call SRP about this and they ask me to go through my whole neighborhood, to see if anyone not scheduled is getting water or has their valve open. I ask if they suggest I go in their yards, and they say that would be illegal. I ask how I'm supposed to know then, and they tell me to hire one of the companies that deals with this. I ask if I will be reimbursed or compensated(only want what is due, which comes to about $2.50). It's not the money but the fact that I pay them for an unrendered service, on their schedule. I ask, since they have been paid to send someone out to do what they want me to pay a retailer $20+ per month. I have multiple citrus trees and a thick enough brush, it would be very expensive to water in August without irrigation. They refused. Said it was the customers responsibility to make sure they get their water and SRP will not do anything, however did threaten to fine me for stealing water if more water goes missing, since I'm the only one to call at midnight, they are reasonably sure no one else would do it now. To make a dumb comment... You cannot steal something you have already paid for. So no compensation, no to look at it, without paying another company, scoffed at cause they are the only ones to offer irrigation in the area, and completely disregarded with any respect once issue stated. Issues do not arrive regularly, but please know, when they do, expect no resolution. Bad part is, still going to irrigate next year, because nothing else available. Wish az government would take over pipelines. Would be worth the tax increase.
