Western Union Censorship, Indifference Allowed? Nationwide

I used to own a Western Union Prepaid Visa Card a few years back. Somehow the account was closed and I needed to open a new account for a new Western Union Visa Card. I opened a new account online; however, every time I request a Western Union Visa Card, I never receive it in the mail. I went to 4 or 5 Western Union Locations in my area where the Western Union  Visa Cards should be available and the Visa Cards were not in any of the locations - zilch.

It is a challenge to open any Prepaid Visa Card, much less Western Union. With TD Bank Visa cards, one can't even withdraw money from an ATM.

Can this be fixed?

Any suggestions?
