My Husband heard on a spanish radio station that he had an opportunity to apply for a credit card because he was hispanic. So, he wrote down the number and called. When he spoke to the representative he advised him that the card is backed by VISA and MASTERCARD. Also, that the card could have transferred balances from other credit cards, in order to be used to consolidate other debts. The representative then went on to say that the card could be used at ATM's for Cash advances. TOO GOOD TO BE TRUE!!!

Fed Ex arrived at our door two days later and advised that it was a $299.00 COD, before we could get the item. Not knowing about that, we did not have it then. The delivery guy from Fed Ex stated that it wasn't supposed to be delivered until Monday (that day being Friday) and he would return. My husband called the company back and told them that he was never informed of the COD. The representative, this time a female, stated that it was standard and the money would be put back on the card once activated. We got the money order and on Monday received an envelope with a card with an account number and an expiration date on the front, no name, no strip to be able to use in an ATM, and on the back in very fine print the card reads "THIS ONLINE CARD IS VALID FOR PURCHASES AT WWW.CAPITOLPLATINUMCARD.COM WEBSITE ONLY."

My husband immediately called the number on the back of the card (1-800-790-0211) realizing that this was nothing like the company's representative stated. They stated that they could not help until he activated the card. My husband advised he did NOT want to activate the card because he just wanted the money back and nothing to do with them. They persisted that he had to activate the card or they could not refund the money. So, he activated the card, and called the customer service department back. The woman in the costumer service department stated that he would have to wait a couple of days then call back to get the refund while they processed him into their system.

Two days later he called back and spoke with Customer Service again. My husband was told this time that since he had ACTIVATED his card he agreed to the terms and conditions of the card and that he would not be able to get the $299.00 back. He told them he does NOT want the card and has had the account closed!!! HOPEFULLY!!

I hope that this has not happened to too many people and that this company is closed down for taking advantage of uninformed Hispanic Residents and Citizens of this country!
