Champs Apparel Champs Apparel Store Never received the Jersey I ordered! Ohio

 I ordered a Dak Prescott Salute to Service from Champs Apparel online. Their website said they are located in Ohio and looked legit. I placed my order on Dec. 5, I was then billed from a weird name, then on Dec. 6 I received an email saying my order shipped from China! I received a tracking number that has not changed since that day! It is now January 6th and I still have not received my package. Every time I email them, I get responses like "you're tracking is correct. Check in a week" or "there was a delay in shipping and that's out of our control". They keep telling me it's on it's way, but I don't think it is. I keep demanding a refund and I keep receiving the same emails over and over. Still no package in the mail a month later!
