easybirthcertificate.com jts and associates this company actually charge me to send me to a website instead of the actual product don't know, Internet

I google search how to order a birth certificate and found this company called "easybirthcertificate.com that said it would only be $19.99. So, I gave them my pay pal information and it stated it would send my link to my email. I thought the link meant to actually obtain the birth certificate but it was a link to a web address that I would pay an additional $35. or $40.00 dollars to actually order it. When I called the company...he said that "no" he would not refund my money even though I was not satisfied. "I should have read the fine print" I did actually read the fine print but, thought that "the link" meant the actually birth certificate. He is merely piggy backing of the company "VitalCheck." I feel this is a scam to charge people for something I could have done very easily for free. I got nothing for my money and hope that paypal can help me get it back. This company needs to be shut down.
