It seems the newest PAYPAL scam when you pay for something purchased from EBAY etc. is to try and process the payment using default bank account or payment option like a Visa card, say it was declined and then say that your backup payment option did not process either thereby resulting in that bank charging you their $20 to $30 overdraft or payment declined fee. I haven't figured out yet who ends up with this $ (the bank, PAYPAL or both, but my advice after paying $60 for a $15.99 item is to use PAYPAL for emergency use only! It's just a thought but a one day electronic protest by everyone not using PAYPAL could cause some heartburn for them don't you think? JUST DON"T USE IT!

the point of the complaint...

I believe what the original complaint was is this...paypal makes your bank account the primary source of payment (rather than credit cards, etc) and you must choose any other source at time of payment EVERY SINGLE TIME which is a bit annoying, and if you forget to do this (which some new members, including myself, have done) you can end up with some very expensive overdrafts. Paypal also tries the transaction TWICE, so if you have multiple transactions that you mistakenly put through on the wrong source, you end up several hundred dollars in fees...this has happened to me as well when i first started using Paypal. So, while it is not a scam, and IS the user's responsibility, paypal could be a bit more user friendly in allowing your default payment source to be a credit card etc so that you dont have to remember to change it every time you pay for something.

PayPal does not make a red CENT off any bank fees due to overdrafting, or charging an account that can not cover the payment.
If you CHOOSE to use paypal to pay for something...what is it that you think they do?
They don't have some employee searching for ways to use bad accounts. It is all done electronically by what YOU tell them to use to take the funds from.
If the account you TOLD them to charge can not cover it, electronically and automatically by no choice or decision of PayPal, but by what YOU entered as the source of back up payment to use, they will charge.
If the source that YOU instructed PayPal to use covers the transaction and charges a fee, then that source is the one who is going to charge, and collect said fees.
I use paypal all the time. If my paypal account can not cover a payment, then my backup is automatically used...which is my verified bank account. How is PayPal doing anything wrong or unethical here? Now if your bank is not covering it and still charging a fee..that is because it is subject to ACH regulations, which is a COMMITMENT similar to cash. If the account can not cover the payment, you are charged an NSF fee by the BANK, not PayPal.

You didn't have money but went shopping on Ebay and blaim PayPal for billing you??
PayPal or Ebay or your bank is not at fault here. They didn't force you to spend what you couldn't afford.

A purchase was made on eBay and an attempt was made to pay for the item through Paypal. The user selected default payment method didn't go through as well as the back up source. The user's bank assessed an overdraft or NSF fee presumably because the account didn't have enough available funds to cover the purchase.
What exactly is the scam here?
Oh, and of course the bank gets the money from the overdraft fee.
