The safest way to shop online is to use a CC through your paypal. This way you have the added protection to do a charge back with the credit card company AND do not have to give out any credit card numbers or info to some unknown seller. Even PayPal states on their website "Credit card chargeback rights, if they apply, may be
broader than PayPal's protection programs. Please check with your credit
card issuer to determine what your rights may be."
I have used my paypal account in the past to make non ebay purchases online and one time an item was not shipped and the seller would not respond. So as per Paypals terms, I lodged a dispute. The seller responded but the item still did not arrive. So I contacted Paypal again and in a day or two they informed I was to be issued a full refund, which I was. It took time, but I was protected as per their terms.
As far as this report, Paypal has pretty straight forward policies on how their buyer protection works. But there are not enough details in this report to determine if PayPal has done anything wrong. Is there anything in paypals terms that they are not honoring regarding this rip off? Below is all the terms, nothing hidden or deceptive like a bank terms thesaurus for example. It is ONE page and is found by searching "paypal buyer protection". According to these terms what did they not honor, or why are you not qualifying for a dispute?
The Buyer Protection policy protects you if you've bought eligible items
under these circumstances:
- By purchasing items which are tangible like physical
goods that can be shipped.
- By making a purchase anywhere that accepts PayPal as a
payment method.
- By keeping your PayPal account in "good standing".
- By making a payment via PayPal in one single amount for the full price of the item. Items purchased with multiple payments (like a deposit followed by a final payment) do not qualify
If you face a problem with an item you purchased and paid with your PayPal account, file a dispute in our Resolution Centre within 45 days from the date you paid for your purchase.
Note: When you file a dispute, PayPal will notify the buyer. The seller and buyer can then post messages to each other in the Resolution Centre and amicably attempt at resolving the issue. Please make sure not to post messages which are offensive, discourteous, false, misleading, profane, abusive, threatening or otherwise inappropriate.
What is not covered?
- All vehicles
- Intangibles
- Licenses and access to digital content
- Airline flight tickets
- Real estate
- Businesses for sale
- Prohibited items on the "PayPal Acceptable Use Policy"
