Pls financial, specifically this location hires homless people to wander the streets by the city clerk building at

Chicago, IL 60630
 
waving down cars, standing in the middle of the road yelling at cars to go to PLS to buy their stickers instead of at the clerks building citizens are trying to get to, often misdirecting them and holding up traffic.  A public nuisance, alderman John Arena refuses to do anything about the check cashing store sending these bums into a residential neighborhood (does PLS dontate to his campaigns?), but lets his voters live with this constant annoyance and public safety issue.
