Spirit Incentives / American Travel Partners Impossible restrictions, no refunds, no responses to calls, outright scam??? Seminole Florida

Vacations must be chosen within 60 days of the presentation ("travel club", not timeshare).  Then a $100 deposit must be made, for travel which must be booked at least 90 days before departure.  Travel must be taken within one year.  When I researched the closest "resort" to Los Angeles, all the reports I read online were of low standard accommodations and egregious service, and the facility was a 2 hour drive away.  I asked to be switched to the Flyaway, which was only 2 nights, but included continental airfare, and the hotel was to be in Anaheim, about 45 minutes from central LA.  But because I missed the 90 day window to make my reservations, and although I wished to travel on an off-peak date, my voucher was refused, and an extension denied.  Despite assurances to the contrary, my $100 deposit, made July 2, 2013, has still not been refunded to date - Dec-10, 2013.  Do not try to reach anyone at the toll-free number, unless you have an extension number.  It is not answered.
