Walmart money card Speedpay Overdraft fraud Nationwide

I was getting gas today for work and when I used my card it said insufficient funds.So I called the number and found out they had took out 209 dollars and I had a negative balance of a 117 dollars. I spoke to two operators and they said it was a reversal done by speedpay which I have not used in 2 years to pay an electric bill from duke energy in which they're claiming was a recent charge on March 18th, 2018 when actually I paid Duke Energy over the phone on March 9th and was posted on my account on the 12th.This is now the second time Walmart money card has done this from a week and a half ago.And originally it was resolved but now they are claiming it wasn't.
