WEST BAY ACQUISITIONS, LLC West Bay Acquisitions Why wait three years to send me a collection notice? CRANSTON, Rhode Island

I just received a letter from this company stating I owe Hollywood Video then $22.45 for 2 dvd's they say I rented back in March of 2009 and May of 2009.   They sent this notice to me under my maiden name which I have not used in 30 years.  When I try and call the phone number I get a machine saying due to high call value I need to try back later. 

They use a po box so I can not even send a "certified" letter stating I never rented these movies, etc.   Also, why didn't hollywood Video try and contact me first?  I have excellent credit and have a big big issue with this.   I do not know what to do.  I do not want to pay for something I don't owe and I also do not want this reported to my credit report because it will take forever to get rid of it.  Does anyone have any suggestions on what to do with this company.
