Absolute Towing Non Compliance regarding Minnesota Law Newport Minnesota

My concern with Absolute Towing:

I called Absolute Towing which is the towing company contracted through Rolling Hills Estate, Absolute Towing confirmed they took my car due to tabs showing expired. Absolute Towing employee stated my cost to get my car back would be 319.18 cash only, and I had to show proof of current tabs.

My license tabs for my vehicle expired on 8/30/22 (Wisconsin registration) I moved to Minnesota on 9/1/22 and am currently still waiting on contract paperwork to declare residency from Rolling Hills Estate. My understanding of Minnesota Law is that expired tabs cant not be towed if under 90 days expired. My expired tabs where 13 days.

Absolute Towing informed me that they have a contract with Rolling Hills Estate and can tow any vehicle at free will do to expired plates, cracked windshield ect...

Absolute Towing stated I wouldn't be able to pick up my vehicle until I had proof of new vehicle tabs. So unable to declare residency in Minnesota yet due to waiting on Rolling Hills Estate to give me rental contract paperwork I had to go back to Wisconsin and pay for August 2022 to Aug 2023 for license tabs at 98.00 cost.

I called Rolling Hills Management in the morning of 9/14/22 they informed me that the correspondence they received from Absolute towing stated my tabs were grossly expired reflected on towing invoice. Rolling Hills management stated they would look into the matter and get back to me. I have supporting documents to prove tabs vehicle tabs expired in August 2022.

My concerns:

• Absolute towing is not following Minnesota Law protocol for New Residence, expired tabs
• Absolute Towing was not willingly to resolve any matter causing me to pay for Wisconsin tabs 98.00
• When I pick up my vehicle it was marked with muddy dog prints (I do not own a animal)
• I had to take a full day off from work, I work in Social Services, my company was not happy
• I had to pay Absolute Towing 319.18 in cash only

 I appreciate your review in this matter. I do believe Absolute Towing is disrespecting Minnesota Law, making financial gain through taking advantage of the contract associated with Rolling Hills Estate. Generally speaking, a mobile home community could be taken advantage of.

Their are many different walks of life that reside here. I have worked in Social Services for the past 25 years and heavily feel Absolute Towing is taking advantage of they're services for financial gain completely exploiting the residence.

I first thought my vehicle had been stolen and reported this to Maplewood police. Maplewood police reported to me that this occurrence happens "All the time at Rolling Hills Estate where Absolute Towing has towed someone vehicle and the police department receives the call" 

 Unless a vehicle meets one of the immediate towing exceptions, it can't be towed if its registration tabs have been expired for less than 90 days. Towing is also prohibited if the vehicle is parked at an expired meter, but the vehicle is the subject of less than five unpaid parking tickets.
