I was on MediCal plan since 2019, Anthem Blue Cross never informed me that when I was with MediCal plan, my PPO plan was a Non-Functional plan, Anthem Blue Cross would never pay any dime, I needed to cancel their plan.   Instead, every time I asked Anthem Blue Cross customer service, their representatives always told me that if MediCal did not pay, the MediCare would pay, if Medicare did not pay, the HMO would pay, if HMO did not pay, then Blue Cross would pay. They told me it's better to keep Anthem Blue Cross PPO plan, because it's a very good plan only for old customers, not for new comers anymore. I believed their guidance, kept paying this Non-Functional plan for two years.   

Until my doctor office called me that the Anthem Blue Cross would not pay my service anymore. Finally one of the ABC customer service rep advised me to cancel their Non-Function PPO plan. the rep told me that if I cancelled it right away the same day, she will get Anthem Blue Cross refund my paid premium for at last a year. I got panic, but after I cancelled it, Anthem Blue Cross refused to refund my paid premium by their misrepresentaions. They denied to pay it said there's no guarantee about it, turn around accused me that I didn't put it in writing cancelled earlier.   How would I know that it was a Non-Functional PPO plan and write them a letter demanded to cancel? If all their no educational representatives kept insure me it's a functional plan that I should keep it?   I think Anthem Blue Cross silently robbed poor senior citizen's money when we are in need, play cool and cruel, play dirty and low, very senior abuse and got away in cold blood. It's totally a fraud, misrepresentation and unethical. I think the Health Department needs to regulate Anthem Blue Cross's such vicious healthcare services.
