Arcadia Villa Apartments a resident walked by me using a stun gun as a form of harassment, Phoenix Arizona

On December 1, 2024, I was walking to my car, which was parked on the east side of the Arcadia Villa Apartment complex along 40th street.  As I was crossing the parking lot, I heard someone pull out and start using a stun gun.  I looked over and noticed a male carrying a stun gun walking towards me.  He made the "buzzing" sound several times to try to get my attention.  I recognized the man as a guest of the person who lives right next to me, and visits regularly.  I walked back onto my property and he again activated his stun gun several more times as he walked only 10 feet in front of me, while looking at me from the side of his hoodie. 

The man clearly recognized me as a person who lives nextdoor to his girl friend and thought it would be to try and mess with me.  I don't think the person he was visiting has any clue he did this, and I doubt he knew about my cameras capturing his bizarre behavior.  

Unfortunately this apartment complex attracts these types of people.  It is a very affordable place to live, but cheap places come with many downsides.  This is one of the downsides.  You will have people visiting your property on a Sunday morning, using a stun gun to try and get a kick out of getting a reaction out of you, aka a very trashy person.  

There is no point in going to the police or property management.  Resident he was visiting lives in unit 181.
