bendfoo.com Company sold me a Nautica Bryers Twin bedset. What arrived was not Nautica and not Bryers. Can't get refund. Painted Post NY

I ordered a Nautica Bryers Twin bedding set from this company.  I thought they were in NY according to their website.  BBB shows they are in China.  What arrived was not a Nautica bedspread and not the bryers pattern.  I contacted vendor who asked me to send pictures.  I did, I also included a picture of a Nautica Bryers pillowcase I had so that he could see the difference.  He stated that my order was fine and he wouldn't refund the $74.94. 

I contacted Paypal to open a case as I thought they provided consumer protection against this sort of thing.  They talked to the vendor and he agreed to provide a refund if I would send the bedspread back to an address in Vietnam.  I packed it up and spent $16 more on shipping now to send something back that again I didn't order.  I ordered a Nautica bedspread.  The shipping company took the item and told me they needed phone number of the vendor in Vietnam. 

I sent two emails to the vendor asking for phone number, no reply.  I contacted Paypal, gave them the tracking number and told them we needed the vendor phone number to deliver it.  Paypal closed my case, denied the refund and told me the item never was returned and the vendor didn't need to provide a phone number.  

Now I'm out $91.  I don't have the bedspread that I didn't want, its somewhere in Vietnam with the shipper.
