Bonnie's Shoes After initial order sent an invoice to my email as a fraud check and it placed a second order

Last month I placed an order with Bonnie's Shoes for wife. The first order was a legit order as placed. Upon checkout I received a very real invoice from Bonnie's Shoes sent through PayPal (My payment method used) what looked to be a confirmation of the order and to click the actually pay the merchant.  I did so and it effectively spawned a second order.

I did try to contact the merchant with no reply.  I then did a dispute with PayPal thinking they would protect me, especially cause I didn't even receive the product for the fraudulent second order, but the merchant uploaded the tracking number for the known good order and PayPal accepted that as proof.  Even though they have both orders from my account within minutes of each other and I provided emails showing the tracking number is from the order I did not dispute.

After ordering I can plainly see the company is based in China with a ton of affiliated companies.  

Thier email provided isn't even to a real email, it goes to a subsidiary of Alibaba cloud services.

The referenced company has finally reached out to me and issued a refund.  They did apologize and claimed it was an oversight on both accounts of non communication and not shipping the item.

It is still very disappointing of PayPal to not protect their users.  Evidence of my dispute was incontrovertible, yet they still denied my dispute.

 Here you can see PayPal admit the shipment was for another order but still won't issue a refund against Bonnie's Shoes. This is more of an issue with PayPal now. Paypal chat support below dan adams 08:12 AM Hi there, I just received an email saying my dispute was sided with the shady a*s merchant.

How do I take to a real investigator? The merchant uploaded a tracking from another order all together that I did receive and you all accepted that as proof which is BS. I even gave proof directly from my email of both orders, and the shipping confirmation from the good order with matching tracking numbers.

It doesn't seem that PayPal took the actual time to review the case and just hit the denied button cause there was a tracking added. When I clearly presented facts that this merchant loaded an erroneous tracking. I have been a PayPal customer since the dawn of PayPal with not one dispute till now.

I have a track record of completely honest activity and you all sided with a fly by night merchant. Let me know if you all will do the right human thing to do and review the evidence presented. Your process does not protect your customers at all here. I will 100% stick to credit cards that offer real customer protection if this is the regular practices at PayPal.

Just to confirm, did you receive any sort of missing item or even a letter or worthless item or you didn't receive anything at all? dan adams 11:23 AM So the issue is that they added that tracking to this case for 37 dollars, but if you look at my history on PayPal you will see a 35 order from the same company minute prior.

That tracking was for that order and not the 37 order. Ankit 11:25 AM Yes and thank you for the information. But I see that this tracking shows the package was delivered to your address for the purchase of $37.9. The seller has uploaded the tracking for this specific transaction. Sorry it is $37.39. dan adams 11:25 AM The 37 order was never sent, I never received a tracking or anything.

That order was not approved anyway, they sent a separate invoice for that 37 order through PayPal that looked like the original order, I approved it thinking it was from PayPal due to it being a foreign company, making sure it wasn't fraud. Here, let me take a snap shot of the 35 order email real quick. It shows the 35 order being the one with tracking. Stand by. Here you go.

But since you have filed a claim as item not received, the seller uploaded the tracking number which shows the item was delivered to your address.

I know that tis tracking is for different order and we are not able to verify that. However, we can help you with this case. Please contact USPS and ask them for a document which shows that the item was not delivered to your address or if this is not a valid tracking, we will reopen the case for you. this* dan adams 11:34 AM I don't know what to do here.

They didn't ship the 37 order so USPS has no hand in this at all I can't get data on something that never happened. I just provided undisputed proof they are lying and you all are still siding with the fraudulent company They can then enter any tracking they want that if it was delivered then you all side with the company Ankit 11:36 AM I'm understanding your situation here Dan.

Whenever our customer files a claim under, Item not received, we need a proof from seller which shows that the item was delivered to your address. The seller has uploaded the tracking number which shows the item was delivered to the address mentioned in your transaction page and therefore the case was denied. dan adams 11:36 AM I don't think I am being understood.

I just provided you 100% proof that the item was in fact not received. The tracking I proved is not related at all the the disputed case. As per the dispute, when the seller are able to provide a valid tracking which shows that the package was delivered to the address of the buyer provide provided in the transaction page, the cases are closed in seller's favor.

I'm sorry for the trouble, yes I can see the item was for different order, but in this particular purchase, the tracking matches. dan adams 11:38 AM Can I please be called whenever the US based entity is open?
