Received letter "Courtesy Notice Unpaid Parking Citation(s)" stating a vehicle with my car's NM license plate parked "DAY USE EL CAPTITAN" without paying the park fees. I was at my home in New Mexico the entire day, and in fact have never ever been to California!!! The notice offers me exactly three choices to file an affidavit of non-liability, which are 1) the car has been sold, 2) the car has been stolen, or 3) the car was leased/rented. Period. No choice of reporting that I was never there, my car was never there... The letter states the vehicle make was SUBARU. My car is a Dodge. The website they direct you to has that my car is a Dodge, but provides nothing to explain how my car, sitting in my garage all day that day and never having been in California AT ALL could have illegally parked at a place called "EL CAPTITAN" since there is no such place. There is an El Capitan/Refugio State Beach. I am NOT paying this citation. They will get ZERO funds from me in any form whatever.

Update: I wrote this report. I subsequently e-mailed California State Parks directly, explaining the situation, and sent both a written appeal to the collection agency (Citation Processing Center) and a letter to the Channel Coast District Office of the California State Parks asking to see a copy of the original citation, which citation I never received because I was never there.  

California State Parks Law Enforcement & Emergency Services responded right away, and told me that the vehicle license number had been entered incorrectly by the Citation Processing Center, which is what resulted in my getting notice and demand for money I did not owe. CA State Parks has removed the citation from being attached to my vehicle.

One day I will get a copy of the original citation, probably, and it will have the offending vehicle's license number on it, and it will not be my vehicle's license number. One day the collection agency will get back to me, probably with another notice and demand, and if I do get any more letters from Citation Processing Center asking for money, I will mark them REFUSED and put them right back in the mail.

Citation Processing Center was doing its job --poorly, but doing it. The difficulty lies in attempting to contact them, and by telephone I had no success. I got a robot which repeatedly disconnected me after whining about heavy call volume. The letter I sent was by Priority Mail, and there will be a record at the USPS of it having been delivered. My statements were of fact, and they were notarized. I have copies and print-outs of everything. I was right to contact CA State Parks directly.
