DISABLED VETERAN ALLEN KEMP, DEPT OF CONSUMER AFFAIRS LISCENSE #324 SELLS FAKE GENERAL VENDING LISCENSES

KEMP, is known around Central Park as a RENT-A-VET. He takes advantage of the lack of Parks Enforcement to sell his food permit for $15,000 cash and baby sit a mobile food cart on Columbus Circle for $100 a day. He complains a constantly about his fellow veterans who get paid more: babysit multiple carts and don't get caught.

As a sideline, he sells fake general vending permits to unliscensed vendors throughout Manhattan. He starts his scam by walking around midtown Manhattan  offering his , "protection" for a fee. He will respond to calls when law enforcement arrives.

He will claim it is his stand and his merchandise.  He charges  $200 cash. The fee increases in December and  for $3,000 he will sell you a fake Dept. of Consumer Affairs permit. Problem is, he will not leave you alone. He constantly  wants more cash and  lies about Consumer Affairs sightings.

Kemp is involved in money laundering for the mobile food cart: he works for. Expect to get calls from USPS Postal Inspectors becasue they dumped Kemps cell phone. Loading cash on green dot money cards; picking up boxes congaing cash as the local post office and his bank accounts closed for large amounts of cash deposits are normal. Expect the late night calls from Kemp, asking to post his bail.

All in all, Kemp has been extorting small vendors for more than 20 years. Once he gets his hooks into you, he will never let go. Don't know why the Dept of Consumer Affairs hasn't taken his permit away. Stay away from this con artist!
