Contractor took a $16,000 deposit delayed project start dates three times then stopped responding. Did not start project on last given date. Refused to refund deposits, after delaying project for a month then never showed, and did not respond to repeated requests for refund. After police were contacted contractor reinitiated communication and attempted to perform contract after it had been terminated
