Heath Kelley, claiming to be working under Heath Kelley Construction as a Sub-Contractor for Boeing's new UAV location in Hood River, Oregon, was never licensed as such. He was formerly a painting contractor but was working without licensure.

Mr. Kelley was sold a container, 20' One Trip, for modificaiton work for Boeing St. Louis in the new Hood River location. Mr. Kelley promptly paid the invoice within in a day. He then entered into an agreement to buy two more units for further project modifications for Boeing's Mike Gomez & James Mutchler, Boeing site representatives. The two containers were modified and sold to Boeing.

Payment to the supplier was "delayed for a few days" and then eventually was just never paid. There was plenty of requests for restitution and as time went on, for the location and whereabouts of Heath Adrian Kelley who just disappeared afterwards.

Later, Boeing ended up buying the supplier of the UAV platform they were trying to compete with, Insitu of Bingen, Washington.

Failure to make payment was in 2011. After repeated attempts, promises for payment that ended in declined phone calls, the collection process continued with certified mail invoices and written payment requests.

February of 2014, Judgement was rendred in Hood River Circuit Court Case #130392SC for $7331.00 to the supplier/plantiff/ (RBR Consulting and Sales) with interest. Persuant to the law, Mr. Heath Adrian Kelley of Hood River was fully notified of the proceedings and susequent ruling. 

As of July 2024, no payment for items purchased has been made. On June 13, 2024 at 5:11 pm, via text, a promise to again pay was put into text but to nothing further.
