LIGHT ON DEAL charged more than deal on site and never sent product Winetka California

I ordered a 3 tiered chrome metal herb shelf and 18 glass herb bottles.  The order was for $30.00 so I ordered it March 18th 2019 from Groupon.com  I received a tracking number and email notification that the product was shipped.

Yesterday, what I received was a USPS tracking number taped to a 5x7 piece of stationary paper taped up to look like an envelope. They charged me $66.98 for the purchase of an 18 bottle herb rack that I have STILL not yet received/?  They charged $36.00 MORE then the deal and THEN sends a tracking number to a 5x7 piece of paper.

NO METAL SHELF, no herb glass jars...and NO ONE TO TALK TO ABOUT WHERE MY PURCHASED INVENTORY IS...So I called my credit card company and have started the dispute.  Groupon wants to give a 'store credit' which I do not want. I want my money back since I did not ORDER a 5x7 discount piece of blue paper from the merchant. 

There's no way to contact the merchant personally and driving to the address locally reveals its just a regular office.  I've notified groupon of the merchant and the complaints I am raising against such a shitty company that obviously does NOT have the products they advertise AND they charge you twice as much after the order is placed. 

This is what business is becoming because of the internet?  They can keep the scams...I'm getting my money back.
