More (3rd send) additional information: This person "Sandra" apparently has had an internet business "Webuild" that sold internet switches, owned by Matthew Hurley. After the attempt last night 9/15/21 to extort money, he then "ghosted" other phone numbers today to random people in the US leaving nasty voicemail posing as me. One of the numbers was a former victim of his, and the perpetrator used phone number 415 651-5144. He also posted a fake ad in Los Angeles about a free washer machine and left my phone number.
I got numerous responses. Below is the ad. I live in Jacksonville, FL, not California. The other victim I spoke with today (in PA, phony 267 number) explained to me his months-long trouble and during it some tracking on how own. He told me that this person is a real person in the U.S. named Matthew Hurley, of Mill Valley, CA. At one point Matthew had a business with a real number of 888 789-9044, and used other ghosting numbers: 415 439-0957, 415 439-0957, 415 494-8500(main), 415 432-2580, 415 888-5223. This perpetrator uses language that taunts and says he cannot be caught, trying to drive you to reveal more. The only thing that he revealed is that he is a criminal, and adds nothing of value to life.
This is what I said to him that sparked the barrage against me. He also today used a wechat platform to try to gain access to my phone. He sent me his response to my first post here in a text, from another ghosting number. (Below) I expect another one. Of course, there will not be any reliable contact info, and the confirmed status of his posting on ripoffreport.com can hardly be "confirmed" and he has rebutted my rebuttal with a new name James, and is also probably the other #3 comment from "Karl"

Ive also been harassed by Hurley and webuild
AUTHOR: Justin - (United States)

I have also been harassed by this scam. They market fake web deals and fake SEO while also bullying people from a VPN and dialer masked numbers. These numbers can sometimes come up as actual numbers used by real businesses.
Still have not found an address but the name 'Ramsey' is also being used by the scammer on another number (âª(424) 226-7509â¬) .
It is definitely the same person who answers the phone number listed on webuilditlocal.com (tel:1-888-789-9004) , he answers and claims to be a person working for the company and that he doesnt have to identify himself but that he will pass a message to the owner or another party who will call back with the business adress and tax id (all us companies are legally required to have these on public record).
No one ever calls back but you will get more threatening texts and calls early in the morning harassing you.
Screen captures of the webuilditlocal.com web site show some legitimate businesses that the scam is trying to use as referrences. One of the businesses, a ski boot company in colorado, says that webuild never made a site for them and they are not a client.
