STATEMENT of a criminal offense

I declare the following criminal offense:

On November 6, 2024, at approximately 9:05 a.m., I was driving a car along Mykhayla Kalmykova Street in the city of Boryspil. Before turning onto Nesterivka, I was stopped by police crew No. 118 consisting of:

• Solonets Yuriy Mykolayovych, badge No. 0163850

• Prozheyko Yevhen Grigorovich

• Employee of the RTCC and SP EDRPOU 09606299, did not provide his ID for full familiarization.

Company car number: 4536.

The police officers did not give the reason for the stop and immediately began to demand my identity documents and military registration documents.

I told them that there was no person here and to comply with the requirement of Article 18 Part 1 Clause 3 of the Law of Ukraine On the National Police: To respect and not violate human rights and freedoms, the employees ignored my demand and continued to demand the person under force. This demand was accompanied by constant pressure! Another police crew was called to the scene. After that, I was forcibly taken to the Boryspil Traffic Center against my will.

I believe that the stop was illegal, since I did not violate traffic rules and did not commit any other offenses. The actions of the police officers and the RTCC employee are an abuse of authority and a violation of my rights as a person, guaranteed by the Constitution of Ukraine and international standards for the protection of human rights.

Based on the above,

I provide evidence of the violation of my rights:

1. A copy of the REPORT that the police created indicating that they detected a citizen, which is a violation!

A driver's license does not prove a person's citizenship.

It only confirms the right to drive a vehicle of a certain category.

Documents proving citizenship:

• Passport of a citizen of Ukraine: The main document that certifies the identity and confirms the citizenship of Ukraine.

• International passport: A document that certifies the identity of a citizen of Ukraine while staying abroad.

• Birth certificate: For children under 14 years of age.

• Temporary certificate of a citizen of Ukraine: Issued to persons who have acquired citizenship of Ukraine for the period of issuing a passport.

Important:

• A driver's license is not a document that certifies the identity.

• To confirm citizenship, one of the above documents must be presented.

I DEMAND:

1. Enter my appeal into the Unified Register of Pre-Trial Investigations and initiate criminal proceedings on the fact of abuse of power by police officers and RTCC and SP EDRPOU 09606299, and illegal deprivation of liberty.

2. Conduct an investigation and bring the guilty parties to justice in accordance with the current legislation of Ukraine, namely:

Violations include:

• Threats and humiliation of dignity.

• Unfounded demand to provide documents without legal grounds.

• Discriminatory statements regarding the expression of a person's will.

• Illegal deprivation of liberty.

• Human trafficking.

• Abuse of power or official authority by a law enforcement officer.

3. Cancel the penalties that are going to be imposed on RTCC and SP

with EDRPOU code 09606299

4. Inform me about the progress of the investigation within the time limit established by law.

I draw your attention to the fact that a copy of this statement was sent to the US Department of the Treasury in accordance with form 14652. This is done in order to properly document human rights violations and potential financial sanctions against state institutions that systematically ignore the norms of international law on the protection of human rights.
