I was contacted by Pedro C. Arce, owner of WCND AM 940 in Shelbyville, KY. He had an

auxiliary AM broadcast transmitter which needed repairs.  He said that his main transmitter was

at the factory, being repaired. He was having trouble finding a radio broadcast engineer with

experience with his 43 year old transmitter. I have experience and documentation for this piece of

broadcast equipment. My brother and I ( also a radio broadcast engineer) had to make two 650 mile

round trips to his transmitter site in Kentucky, to troubleshoot; research and order required parts and

materials; and return and perform the repair work to get his transmitter operational.

As he was a small broadcast operator; we had billed only for parts and supplies; and for mileage

at far below market rates.  Also, labor at about 1/3 to 1/4 of going market rates. I provided him

with the total invoice in person as we were getting ready to leave the transmitter site. $ 1175.34.

Pedro Arce, the owner, said he would send a check right away and thanked us for the repair

work.  May 1, 2023 is the Invoice date. Many attempts to contact him or has company since that time

have gone unanswered.  On September 13, 2023, I sent a Registered Mail Letter to his  contact

address from the Federal Communications database, for WCND AM, with a copy of Invoice # 1994.

On October 27, 2023, I received the letter back from the Postal Service:

RETURN TO SENDER     UNCLAIMED     UNABLE TO FORWARD    RETURN TO SENDER.

All phone calls to his cell phone number  and or, the studio number; are never returned.

I want to warn others; especially radio broadcast engineers or companies, to not do business with ARCE Media; or Pedro C. Arce; without payment up front.
