In preparation for my 40th birthday celebration, I hired a company operating under several names:

  • ChelsHasBalloons (Instagram: @chels_has_balloons)
  • Pretty Luxe Parties (Instagram: @prettyluxeparties)
  • Chelsea’s Fun Foam Pool (registered in Georgia)

Initially, I entrusted these businesses with nearly $9,000 to manage vendors, decor, and coordination. My original inquiries were simple: whether I needed to reallocate or add funds based on planning needs. However, as the process unfolded, I uncovered deeply troubling behavior.

I later discovered they were:

  • Padding vendor invoices
  • Lying about actual vendor costs
  • Unable or unwilling to provide any accounting of how my funds were spent
  • Hiring themselves under different business names, engaging in clear self-dealing
  • Retaining funds without justification, resulting in unjust enrichment

When I questioned expenditures, rather than providing transparency, they became evasive, avoided answering, and ultimately blocked me across all platforms to prevent further communication.

Their actions amount to nothing short of robbery. They presented themselves as legitimate event planners while, in reality, they engaged in theft, fraud, and deception. They stole money under false pretenses, failed to provide services, and attempted to wrongfully retain funds that were earmarked for vendors, even after their involvement in the event was formally terminated.

As of today, they still owe me $6,675. Despite having partially recovered a small amount on my own, the remaining balance represents a major loss of hard-earned money, which, as a single mother, I saved to create a once-in-a-lifetime celebration. Now, with less than 30 days until my birthday, I am forced to deal with the financial and emotional consequences of their scam.

I have:

  • Filed a police report with the Atlanta Police Department
  • Begun working with a fraud detective
  • Reported the fraudulent transactions to their banking institutions
  • Filed complaints with regulatory agencies including the FDIC and the FTC

Consumers must be warned:

  • ChelsHasBalloons,
  • Pretty Luxe Parties, and
  • Chelsea’s Fun Foam Pool
    are unsafe, unethical, and fraudulent businesses.

Their conduct shows blatant disregard for honesty, fairness, and basic decency. If you value your money, your peace of mind, and your special moments, do not trust these businesses.

They are thieves hiding behind party planning services — and the public deserves to know the truth.
